Forests
throughout the world have been disappearing rapidly during the past 40 years.
This loss of fully functioning forests is a major contributor to increases in CO2
levels and global warming. Also, the remaining forests are under increasing
scrutiny because of concern for the loss of biological diversity including the
loss of cultural values for native peoples.
An
obvious way to maintain the original levels of forest biodiversity is to
purchase, schedule (e.g. as Nature Reserves) and manage protected areas.
However, future generations will not be sustained by Nature Reserves that do not
contribute to the food and shelter requirements of the society and the perceived
value of these areas may decline. Given population and economic trends the
degradation of biological diversity within non-scheduled areas of forest will
rapidly reach exponential rates. Pressure will grow to abandon conservation
objectives and exploit the available resources within scheduled areas. The
future maintenance of biological diversity in scheduled areas cannot be
guaranteed.
Planting
collections of trees (plantations, shelter-belts, agroforests and the like) in
non-scheduled areas has been viewed as redressing some of these concerns.
However, the Convention for Biological Diversity observed that over 99% of the
biodiversity of a forest is contained in its non-tree component. In addition, no
conservation strategy can be effective unless it provides for economic needs at
the same time as providing for biodiversity and cultural needs.
